I recently bought this black sheer blouse (see bottom photo) from H&M. Like Andy in the middle, of Style Scrapbook, this sort of blouse works well with shorts, and certainly something high waisted as this way you can get away with wearing little underneath without flashing your navel.
Topshop also do excellent sheer blouses - a great staple item as they carry over to Autumn/Winter as well.
